I took 3 bolts off but starter still won't come out?
What makes this problem better or worse?

Which engine do you have? I did not check each engine, but the 4.6L V8 has 3 bolts, yes. If it will not come out still, ensure you have removed all cabling and connections. Depending on the cause of failure, it could be that the teeth of the starter motor are tightly linked into the flywheel ring gear.
Ensure all STARTER mounting bolts have indeed been removed - tap starter motor with rubber mallet. Be careful - in fact good idea to partially re-install one of the bolts so starter doesn’t drop out. Good luck!
Over time - the starter can develop quite a good ‘bond’ with engine mating surface and be stubborn about letting go when removal is attempted.. A little persuasion with the rubber mallet will certainly help remedy that..
