If you are replacing timing chain, water pump, and serpentine belt at the same time should labor hours be adjusted so as not to be charged double. For example you would be removing/replacing some of the same parts when completing these services.

The labor time would only be for the timing chain. The other stuff has to come off to do the job.
There is a "book" that tells the service writer (salesperson) how long each job takes. You are charged that whether it takes that long or not. The timing chain or belt is a set time for the whole job. If you ask them to replace the serpentine belt at the same time, a REPUTABLE shop should not charge you a single minute of extra labor time. Because this "book" also cites a time allowed to change the serpentine belt, an uneducated service writer (there are many) may a accidentally over charged you. Take your bill back to the repair shop and ask for the shop steward or service manager. It is a common mistake, but also a savvy trick to part you from your money.
