2007 Buick LaCrosse Issue: Little to no heat. Blower motor working OK. Engine operating temperature OK. Replaced thermostat anyway. Didn't help. Both heater hoses warm/hot at operating temperature. Tech 2 tested blend door position sensors - OK. Also checked blend/temp door actuator motor feedback current which is also OK. Suggestions?

No heater control valve. "Both heater hoses warm/hot at operating temperature." Plenty of hot coolant going through core.
2007 Lacrosse CXL both hoses were hot, I drained the system down below the hose level and disconnected the hoses at the engine. I rigged up two garden hoses one on each heater hose and tried flushing thru the inner one (at the block end) and drain out the outer (closer to the fender) and got very little out the discharge hose. Switched to pump thru the outer hose and it spouted a bit and then started flowing good, switched back and forth a few times with the fill and drain and that solved the problem. now unlike yours I have a hot hose, (inner) and a colder one (outer) it is noticeably colder then the intake which makes sense the heater core is designed to steal heat from the fluid.
Blend door is inop for whatever reason!! Broken inside the box most likely... Only thing that makes sense!
Checked blend door operation with Tech 2. Position sensors read OK and servo feedback current OK. Have had two dealer techs check it out and 3 Service Engineers that work at the GM Tech Center look at it. Every one says the same thing I told myself. Try a new heater core and see what happens. Problem is it's a $500 experiment.
Were you able to diagnose this problem? I'm having the exact same issue. I've tried everything you have. I appreciate any help I can get.
