headlights won't go off

We can offer MANY guesses, however .. *SCAN TEST* > FEM (Foward Electronics Module) including live data view is highly recommended .. That will certainly save a bunch of wasted diagnostic time and money spent on unnecessary parts /installation! .. You actually may want consider TESTING the fuses first .. Sounds crazy don't it, blown fuse causing stuff to stay 'ON' .. Good luck with it!
