Changed oxygen sensor. Check Engine light still says code 13. Will a bad catalytic convertor cause this?

More likely fuel delivery problem or vacuum leak. O2 sensor code only means the sensor has 'sensed' a problem in the exhaust coming from the engine. Hands-on TESTING is required to reach a solution.
