Changed EGR due to flutter. Now cant get increased idle down.

What is your question?

No known vacuum leaks. Dirty throttle body? 359000 miles. Attempts to adjust idle at throttle body resulted in rough idle from a smooth 1250 RPM formerly at smooth 900 RPM except for flutter at running/cruising speed.
