Scan tools tell me there are no dtc's in computer, but when obd 2 monitor tests are run I keep getting catalyst incomplete after doing all of the ford specific drive cycle requirements, car is running really bad, I have some kinda vaccum leak because with the car at idle when I barely press the accelerator I hear a whistle sound as if someone was sucking in air to whistle, I just replaced all of the 4 oxygen sensors because the upstream o2 sensors failed min. low voltage tests, and there was a loud buzzing sound under car which I found was the o2 sensors, now the 2 upstream are buzzing again and the cat by drivers side is making a weird humming noise

Although this may be considered a common Ford DTC, it's very minor. You in fact can safely ignore this code and it should go away as part of normal driving, you do not need to clear this code (as it may not actually turn off the MIL). The issue I am having is I have done at least 20 complete drive cycle and still getting catalyst monitor failure and the car runs like crap, it is also reporting to me a lean condition
