As long as I am moving at constant speed I can run my air and it blows cold and my car will not over heat but when I am at a stand still or in traffic my car overheats and blows out hot air what could be wrong?

I had the same problem. It may be the fan clutch switch (wiring) located at the radiator fans.
How can I tell if they are working?
open the hood,and look at them (2)to see if they are spinning,with the engine running and a/c on.
I am not seeing any fans just belts The air flows increases and decreeses like it wants to go out as well
I do have a cover on my engine block I can send u a picture of the underside of my hood
well,if you can't see the two fans that blows on the radiator and condenser,maybe someone removed them!

can't post pics here.just bend over under hood and look towards front of car,i just looked at one an hour ago.they are under the radiator shroud!2 of them,can't miss em.
