What is your question?
I am storing my car in a shop till I have the time and money to repair a seal. Besides that, the last time I turned my car on, it turned over and started. Now, I tried to start my car and the dash read "3" for what gear the car is in but the shift will not move from the park position even when the key is on the on position or trying to start it. Will this prevent my car from even cranking? What is this and what do I need to do to fix it? Thanks I have videos and photos if needed.

Google > 08 Sebring transmission range sensor. Now as for the actual repair - this will require *hands-on* testing - inspection - evaluation by qualified personnel.. It is not necessarily a failed sensor - possibly within the mechanical shifting circuit.. Good luck!
Yes - this can indeed prevent engine starting.
