I have a 2005 Chevy Trailblazer and I want to remove (i.e. unbolt) the second and third row of seats on my car. I am worried that making this "modification" would make it so that my car is uninsurable / cannot pass inspection. I am in Pennsylvania.

You would have to ask the inspection center as these rules change by area. If it wasn't for the inspection you could totally remove seats. Alex
Here in Virginia > Only the drivers seat is 'required' and it must be approved including all restraint system related to that seat - IF no other seats are present - then they can't be inspected. IF other seats ARE present - they must also meet the same approval.
IF seats are removed - You can be issued a improper equipment citation if passengers are in the vehicle while driving on public roadways without proper seating / safety restraints.. IF the air-bag light is illuminated - that is a problem - you would have to address that issue if seats - safety restraints are removed. (Applicable to the state of Virginia safety inspection program)
