1990 dodge tbi 360, dies when I give it anymore than 1/4 throttle.

(1990 Dodge D250)
Just bought a 1990 power ram. Tbi 360, starts runs and idles perfect, put it in drive and lace into it. It loses all power, like if I was pinching the fuel line off. When I let off it comes back but idles high for 10 plus seconds. Has 13-15 lbs of pressure at idle and drops to 7-9 lbs when I hammer on the gas. Changed fuel filter cap rotor and coil, some say fuel pump or pressure regulator on back of tbi, I'm not sure
What seems to make the problem better or worse? Letting it idle
How long have you had this problem? Two days going on three

Engine can’t operate properly with only 7-9 psi fuel pressure - blocking off fuel return line then testing will be helpful with diagnosis.

Can retrieve any stored trouble codes using flash code method = key on key off - key on key off - key on - the check engine light will flash codes.

Hello, have you verified that there is free and clear and open exhaust flow? Restricted exhaust will cause the engine to bog down like you state. Also an issue with too much / not enough air intake can cause a problem.

The factory specification for fuel line pressure is 14.5 PSI. Since that's what you get static, I am not feeling like fuel pressure is the first source of concern I would have.
