Won't crank. Won' t start, lights work, 2 cars sabbotaged by boyfriend

What is your question?

Have theft light, cannot reset by leaving key in on position. This car AND ANOTHER ONE was sabotaged by EX. Tried to reprogram keys, I can get to the reprogram key prompt but I can't initiate the process. Some fuses were removed or switched but I fixed this. Car lights turn on, tried 2nd key set. Does not crank at all, ignition and keys don't appear at all tampered with. Lights will turn on. On a few occasions (today), after trying to start the car, the brake pedal gets very hard & the key can't be removed and the car can't be shifted (however with persistence the car IS shifted to drive to park and THEN the key can be removed.) Won't crank at all. Battery is good-

What makes this problem better or worse?

EX Boyfriend did something to 2 cars. Checked fuses. Looked for cut wires. Shows THEFT but I have been unable to cancel this
