What is your question?

If you can gain access to the wiper motor, disconnect it and see if the fuse still blows. If the fuse doesn't blow, then the motor is likely your problem. Also, make sure the wiring to the motor is not hitting the wiper motor/arm mechanism and shorting out. If all is OK, then you will need to have the remaining wiper motor circuit examined for a short circuit.
