I have a 2003 toyota camery and for some reason the wipers went out. I changed the wiper motor and got new wiper arms, and it still dont work. I dont know what else to change. It runs perfect when once I detach the wiper arms from the motor, but once I tighten them back on, it just goes down and stays down. Can anyone help

The wiper arms must be binding the system when they're attached. There may be a washer or spacer missing that's supposed to be there for clearance. If you want to find a specialist, here's a directory link for you: https://repairpal.com/toyota-repair-in-sun-prairie-wisconsin
Sounds like slippage where the wiper motor attaches at the wiper linkage. If has weight of arms on the wiper trans and pressure against the w/s then cannot move the arms. Or you have the wrong arms and maybe they bottom out because are too big where they mount at the trans. This is all with the understanding that the wiper trans do pivot when arms are removed as you said.
ok...well, i replaced the motor and the wiper linkage arm that runs both wipers. It works fine except now instead of stopping where it supposed to, it stops in the middle of the windshield. Could it be an electrical problem??
Just remove the arms at the wiper trans and reposition so that they are down in the park position when it is stopped. Turn back on and should make a full sweep and park with arms in correct down position. In your second post you said you replaced the wiper motor, did you change it again or did you just change the wiper linkage. If you have things out of synch in your posts it makes it hard to help you. If the wipers are parking in the middle of the w/s at this time they should be traveling off the side of the w/s from going too far. If they are traveling normally in the wipe mode as far as where they wipe to and then are parking in the middle then you have another problem.
I replaced the motor the other day, and today i replaced the linkage. And yes, I did tighten the arms on at the stopping point, but when I do that, and then turn it on, the wipers go down, and stays down. So, what I did was, I left the wipers running and then installed the wipers, tighten them down that way, as it pivots The wipers move the whole length of the windshield just like how they did before they stopped working. But it just stops in the middle now. It does not run off the side. I do get what you're saying and no it does not.
