Windshield washer

What is your question?

The windshield washer pump is not working when installed but the motor bench tests good. At the same time the wipers do not automatically wipe when the pump is connected but do operate when the pump is disconnected. The pump doesn't operate when Installed and neither do the wipers. Tried a new pump and got the same results. Electrical tests good with a multimeter and the switch sends power as it should. I am at a loss as to what it could be other then a weak ground that tests good. Any suggestions are greatly appreciated.
