Why is my Chrysler 200 stuck in “off” position

What is your question?

Nothing happens when start button is pushed. Will not leave off position. Car tried to start initially. Acted like it had a dead battery. Car put in neutral, moved, jumped with no success. No car is stuck in Off position.
