Why does idle surge when headlights and heater are on?

Sounds like a possible charging system concern. Have your battery and alternator checked to see if there is lower than needed output. If there is, it can certainly affect the way the vehicle runs, as accessories like the heater and headlights that draw a great deal of power are operating.
