When decelerating there is a noise like I have a flat tire

What is your question?

When driving and I am accelerating there is no noise. When I take my foot off of the accelerator I hera a thumping noise. As soon as I accelerate again it goes away. Also if I brake the noise goes away. I came of an exit ramp (about 35-45 mph) and it sounded like I had a flat tire while I was not accelerating. As soon as I braked the noise stopped.
