What would make the engine hard to turn over and won't start?

I checked spark with a screw driver on the wires.The ignition tower was also tested. I'm assuming its getting fuel cause it fires once in a while when turning it over. I don't know if I have any vacuum leaks.

I have 37 psi of fuel pressure. She also said when it died on her, it acted like it was running out of fuel. Fuel also comes out of the tube on top of the pressure regulator when I pull it off.

no fuel should come out of regulator when you remove vaccum hose.bad regulator.

I replaced the fuel pressure regulator. It still won't start. Does seem to want to fire though.
