what would cause the Rpms to drop below 1000 rpms when you put your foot on gas

Hello, base engine running speed at idle with the vehicle in gear and your foot on the brake should be less than 1,000 RPM -- probably closer to 700 RPM, depending on accessories in use. When are you experiencing the concern and how is it seeming abnormal?
