what would cause my engine to not turn over

Hello, it is possible that your battery is simply not able to support the act of cranking over your vehicle, but has enough reference voltage on hand to power the horn and lights. Could it be something else? Sure, but let's not pass the easy stuff first. Have the battery checked for state of charge and the ability to handle a load first, and then go from there.
