there is a rattling noise underneath the vehicle. the noise starts when my foot is the brakes as the vehicle slows down or stops

that is the short shaft that runs from the engine looks like a small drive shaft That is for the water pump and belts under hood Because your engine is in middle just replace it
Don't replace the shaft- replace the bushings on the shaft. It's a difference between $1,000 plus for a new shaft and under $500 to have a shop replace the bushings. The bushings go bad on high mileage Previas.

I Agree, replace the bushings on the shaft, i just did mine today, Order the part from Amazon.com, $81.07 is call "Toyota Previa Van Accessory Shaft Bushing 94 95 96 97" you might need for `91 though. i got a good mechanic on Craigslist, charge me $100 labor, 2 hours later.... drives smooth... !!!!
