What does it mean when lightening bolt warning light comes on?

I changed the electronic throttle body with a used one but it didn't help. Lightening bolt light is on, rough when starting, no acceleration, rpm stays at 1500

What makes this problem better or worse?

Stays the same, tried resetting but only works 1 time in a blue moon
