Water on both front floors

Thanks, but this is a new windshield and I personally watched it being put in. We took the cowl of before they put it in and sealed all underneath it and checked the drain under the cowl and it was clean. I had the same problem with the old windshield. I'm at my wits end with this... I'm thinking of replacing the door seals next. Can someone please give me some advise...Turning out to be a money PIT!!!!
