why do the Vehicle Skid Control lights remain on ("VSC TRAC" and "VSC OFF")?

I had this same problem with my 4Runner at 22000 miles. The ABS sensor that's built in the brake master cylinder is bad. The only fix is to replace the whole master cylinder even though the master cylinder itself is still good. This is another way Toyota screws their customers. This is such a waste of a good working brake part. Since my warranty ran out at the 36 month part, I got Toyota to replace it on a goodwill courtesy because I only had 22000 miles on my 4Runner. Toyota knows about this defect and with a little arguing, maybe you can get this repair done almost free; just paying for the labor that's around $300. Good luck!
The controller is trying to alert you to a malfunction in the VCS system. When the light is on, there are data and trouble codes stored in the controller. The system is not working when the warning light is on. That the system not working is a safety issue. Get it checked out ASAP.
