Just happened today. I had to turn off the engine. I tried turning off and restarting the engine but the radiator cooling fan keeps running. The car has 38,000 miles .

The radiator cooling fan does not turn off automatically

It can be normal for the fan to run for a minute or so after shutting it off. If it's much more than that then you could have a bad temp sensor, relay, module, wiring etc. Hands-on electrical testing would be required.
