Have replaced the theromstat and water hoses.

Best thing to do is to first get a really good temp reading from the engine to make sure that it is not the gauge reading incorrectly. ( happens ) Then check your fans. Are both of them working as they should ? How old is your radiator? Lastly, do a block check and a radiator gas check for any exhaust gases in your coolant, to rule out any head gasket complications.
