ticking noise while driving as if spinning a bingo wheel

What is your question?

I have a manual 2003 element, it is making a very loud ticking noise while driving, ticking noise depending on the speed, when you push in the clutch the noise goes away. Is this safe to drive? I had the axles changed but didn't help the noise.
