If the motor jerks and makes an effort when you hit the switch, then the seat bracket adjuster is jammed. If there's power and ground at the motor connector, and the motor doesn't make a peep, then the motor is suspect and you need to test it. If not, you have to put your meter's test leads onto the motor's connections and see if there's power and ground, switching to raise or lower the seat.
