There is a short in the wiring for the tail light and license plate light

What is your question?

There is a short in the power side of the electrical circuit that feeds the rear tail lights and license plate light. The 15 amp fuse blows when a new one is inserted in the fuse panel. I was told I may have to get a whole new wiring harness installed if the short can't be found.
