Temperature gauge at maximum and engine won't start

What is your question?

When I turn key to position 2, temperature rises to maximum and then won't start the engine when I turn to position 3. Any idea? Thanks

Is the engine cold when the gauge is maxing out?

Yes, completely cold. I turn the key twice, all lights turn on, and immediately the temperature moves to maximum! Turn key to position 3 and the car doesn't start.
