Surpentine belt

when the engine is running, the surpentine belt doesn't turn and when the engine is off, the belt can spin freely by hand. The belt is on all the pulleys and the pulleys are spinning.Is it the crank pulley or is it internal

Does the crank pulley turn with the engine running? Is the tensioner pulley actually supplying tension? I would suspect the tensioner pulley but you have to check it out.

when the engine is off, the belt and all pulley turn by hand with no force of the engine on it.
The crank pulley doesn't turn with the engine.

i have this similar symptoms on my 1999 ford taurus se 24V dohc engine. when engine off i can turn the pulley by hand including the crank shaft but not the engine. when engine is on crank shaft pulley does not turn with it and i smell like rubber burning.
