What is your question?
I installed an after market cruise control system and neither that, nor the speedometer works on their own, but they all work when I connect an OBD-II Ultra Gauge computer. The relay is good, the fuse is good, the vehicle speed sensor (VSS) is good, and no trouble codes or pending trouble codes detected. What else can it be if the speedometer and cruise only work when an OBD-II computer is connected, but not by themselves, without the OBD-II compututer connected?

I think on your car, the gauge cluster is a 'node,' meaning that all the electronic communication in the car kind of meets there. I'm suspicious that the aftermarket cruise setup is interfering with the system or your gauge cluster is faulty. I personally don't like aftermarket cruise control, or alarms, for that matter, because there are too many times I've experienced problems with the aftermarket equipment. Try disconnecting the cruise setup and see if the problem resolves. If so, the cruise unit is causing problems (or it's not installed correctly), if not, you may have a malfunction in the gauge cluster electronics. You may want to find a Ford specialist or an auto electrical shop. If you want to find a specialist, here's a directory link for you: https://repairpal.com/ford-repair-in-san-bernardino-california
It's a MotorCraft brand cruise control, so technically it's still OEM, but added to the car later. I'm going to have the Gauge Cluster checked to confirm this. -Recently, the speedometer has become erratic after cruise is turned on, but cruise runs smoothly and the car's speed remains constant, even though the speedometer has become erratic when it turns on (all while the OBD-II is still connected like before).
