sounds like rubbing from the front end

I wonder if the fender liner plastic trim shield is contacting the wheel, get a friend to start the engine and turn the wheel ful lock one way and then the other, see if you can see any rubbing marks on the inner plastic fender trim panel. This may be more likely the problem is any suspension modifications are done or wheel and rim sizes are not stock sizes. May also be advisable to check the brakes just in case!
