What is your question?

when i turn in any direction it feels like the tires are not rolling smoothly. it feels like they are shuddering along the pavement. noisy. sounds like driving studded tires or something similar. when traveling straight the car sounds noisy up front-sound like road is not smooth.

It's hard to know what the noise might be without hearing it. I would check the power steering fluid, make sure it is filled up, make sure you use only Volvo Power Steering fluid! You may have a bad wheel bearing too. I would have it looked at, there are just too many possibilities.
