how do i remove and install the shifter cable

Several things, if you mean the gear shift cables for a manual transmission remove the air filter housing to get access to the cables and c-clip that secures end of the cable to the transmission linkage, the other end of the cable is changed with the car jacked up and supported. With an automatic transmission the cable adjustment is critical for the neutral safety switch and reverse lights to work.
