What makes this problem better or worse?
When the car isn't connected to jumper cables. But when it is connected it seems to wanna start but doesn't.

Hello, fuel pumps on Honda's are almost never a concern. What is your 100 amp fuse associated with - what circuit? I would say - it's quite likely to be a source of concern.
