My XC90 needs the front pads changed after 65,000 km. I was told by a local dealer that it will be a $1000 touch because the rotors always have to be changed. He said they are generally soft and there is not enough to machine - and he said this without looking at them. ie. they always have to be changed in these vehicles. Any truth to this? It sounds like crap...

While it is true that the rotors are not meant to be machined on any Volvo, there is a minimum thickness specification that determines when they need to be replaced. Sometimes when the rotors are worn you can look at them and know that they will need replacement, but you can always ask the dealer for a measurement of the rotor thickness. Have the dealer note on the repair order the minimum thickness of the rotor and the measured thickness at the time the pads are replaced.
That has been my experience also. It is typical to have to replace rotors during a normal "brake job". Although most of the time the price for a brake rotor is less than for a domestic car. In europe they use very hard brake pads and soft rotors in order to avoid brake fade problems. In some areas of Europe it is'nt abnormal to drive well over 100 mph! So the brakes have to stop very well and without any brake fade.
On my S70 GLT I've had the brakes done both ways - replaced rotors and pads, resurfaced rotors and replace pads only. Both my husband and I noticed that the braking was not as good when we didn't replace the rotors. We're not hard on our brakes and are getting excellent mileage out of the brakes on our XC90 and other car but our S70 needed brakes more frequently.
