Have replaced speedometer in 2003 5.4 F150 now won't start someone said the computer needs to be reset

I don't think you can just "replace the speedometer" -- I think you're speaking of the instrument cluster. And yes, the "Passive Anti-Theft System" goes through the IC module, so you must program keys for starting the vehicle using a Ford IDS diagnostic tool or equivalent.
