is it normal for the replaced catalytic converter to smoke and smell like something is burning? my service writer spoke to the service tech and said this was normal----

Yes, to some extent, as long as no part stickers were left on the converter itself. Since these run around 700 degrees, any contaminants will be burned off in the first couple of drive cycles. I have seen some come with a film of light oil that helps prevent them from rusting, and this is probably what you are smelling.
