Remove real wiper arm

The rear wiper arm on my 2010 CRV broke off near the base. I need to remove the remaining piece of the arm. I have removed the cover and the nut, but the arm is on so tight I am concerned about forcing it off. How do I remove the arm so that I can replace it.

the little black cap at the base has to be removed and the nut removed. then you can remove the rest of the broken arm.

I have removed both, as I stated in the original question. The issue is that I cannot easily remove the rest of the arm from the bolt. I am concerned that if I pull on it, I would be breaking the bolt or motor. Is there something else that I need to do to pull the arm off, or is it just that hard to remove and I need to pull harder. Thanks.
