Refueling problem

I would focus on the vent for the charcoal canister/evap system. When you fill the tank, the air in the tank is displaced and it travels through the charcoal canister then out a vent. If that vent is plugged this will happen.

It sounds like the filler neck is defective, I have seen several of those fail on Fords, for various reasons. Some times the roll over valve sticks, which can cause your type of symptom.
