I can not find the petcock on the radiator to drain and flush the sysytem

The radiator in your 2006 Buick Lucerne does not have a petcock. You will need to remove the lower radiator hose at the radiator to drain the cooling system. Please remember that used coolant is considered a hazardous waste and should be disposed of properly.
