Ignition key won't turn.

If all of this has been checked, either the key cut or ignition tumbler is sufficiently worn that it will not allow the key to turn, or the ignition interlock has failed, or your ignition cylinder has failed. If you can test to ensure the ignition lock is being released by the shift lever, then focus on the physical key or key cylinder.
