replaced both Fuel pumps, guage not accurate

Hello, The fuel sending unit is separate from the fuel pump, and that may be why you are stating "both fuel pumps". There is a good chance that the fuel sending unit was installed incorrectly, has a bad connection, or the arm and float are damaged/bent. Start by cleaning the connection, then test that resistance across the two wires changes as you lift and lower the arm.
