parking brake not releasing,shows on screen need to change rear discs and pads.

Hello, You likely have physical damage to some portion of the rear brakes. This is likely damage to an electrical connection, and I would imagine that is causing both issues. An inspection is needed, and I would consider having it towed on a flatbed to a reputable service center if you are not inclined to perform the service yourself. Don't buy brake parts unless you see they are needed.
