I am considering buying a 1999 Volvo S80. Are these good cars? Never owned a Volvo but after test driving the 1999 S80, I just want one...

They are great cars as long as you buy one from some one who really took care of it, or like any European car, they can be very expensive to bring back to good running condition. I was a Volvo dealership tech for some years.
I'd avoid the T6 (turbo). This was the first year they came out and I personally don't buy brand new models. The key thing is - just like dandd said - the maintenance. Before you buy a used vehicle, take it to a (preferably Volvo specilaty) shop and ask them to check it over. The timing service is due at 105K, it's $$, also ask them to check the suspension, steering and motor mounts throughly. Check the software versions in the computers via a diag. computer, Volvo charges for all the softwares, better to be sure they are up to date. Zee
I agree with both Dan and Zee but I'm going to be a bit more direct and say, Do Not Buy a 1999 S80! Unless you are a trained Volvo tech or know one really well, stay away. These are very problematic and expensive to repair. They are a nice drive, but stick to a 2002 and later model and you'll be much, much better off. And like Zee say's, don't buy the first model year, especially if it's a Volvo. Let others work out the bugs and buy it after the model has been out 2 or 3 years.
i own one of these aka" the antichrist" we have replaced rad.waterpump heatercore timing bel idler timing belt a/c compressor altnator 4 oxy sencors brake mod. main eng computer and to be honest if lost track of all the small stuff i saw your question while trying to find out why the power amp is out and where they hid it oh yea sun room stuck open cd player took 4 cds and quit working want gin=ve back so if they give you the car you still lose.love the ride quite
