The ignition lockout switch in the gear selector lever can prevent the key from turning if it does not recognize it is in park. Also, the ignition lock solenoid may be dirty, rusted, or worn down. Start by spraying a lock lubricant into the ignition switch, then, forcefully move the steering wheel back and forth while jiggling the key back and forth. Try this in intervals, and then try to jiggle the key while shaking the gear selector.
