If the overflow tank has bubbling in it, it is most often caused by exhaust back pressure from the engine pushing through the cooling system. This is likely due to an internal engine coolant leak, caused by a leaking head gasket, or possibly cracked cylinder head. This is a major issue. A quick "novice" way to check for this being the source is to wait until the engine and coolant has cooled (VERY important for safety!), open the reservoir cap , and smell the coolant. If it smells like engine exhaust, then exhaust fumes are indeed getting into the coolant. A cylinder head breach of some sort like this will also result in engine overheating.
