2000 s40 failed NJ state inspection.. for Comprehensive components not ready.. no engine light nor no codes stored. the only thing i can find with scanner this Tect id $CB Component id $00 min 0 Max 50 test results 3768 test fail help

The information you have looks like Mode 6 diagnostic information. There is another mode screen on a scan tool that looks to see if Evaporation emission, EGR, Catayltic converter and other monitors are passed. Monitor tests are erased/zeroed if the battery is disconnected and or computer is erased and take ages to reset. Some cars have an exemption as they impossible to get to pass the comprehensive monitor test and I think your Volvo may be on that list at least her in California, call the BAR in your state tell them your car won't pass a monitor test is there a known problem or exemption for your car/model.
2002 sable with floor shifter,failed for no shift indicator under speedometer on dash panel, I removed the dash panel and found a plastic plate there, so this car does not have shift indicator under the speedometer, what do I do about inspection, it is the only failure
I ran into a similar problem when I failed my NJ inspection last week on my 2002 Volvo S40. I failed because two OBD components showed up as "not ready" - Comprehensive Component and Evaporative System. Like you, I have no "check engine" light on. However, my mechanic said they will pass you with one "not ready", but not two. I had not driven the car in several months prior to inspection, so after driving it for the last few days, the "comprehensive component" code no longer shows up. I'm going for a re-inspection today.
